Turkey updated its health-tourism framework in 2025 via the Regulation on International Health Tourism and Tourist Health (published April 26, 2025), replacing the prior 2017 framework. 
In 2025 reporting, Turkey's government also introduced stronger safeguards for international patients—such as insurance coverage for complications and stronger oversight expectations for centers serving medical tourists.
